What does meth smell close to when it is self made?

whenever I walk by my neighbors door, I can smell an odor of what smells approaching the stuff people use to do a perm on their spine. I have smelled it since when my wife permed her hair, but not an everyday smell coming from an apartment.What does meth smell close to when it is self made?
