What strength insurance option are available to someone who have form problems and desires insurance?

I am in desperate requirement to help my mother find insurance. Her cobra done a few months ago, and she has profusely of health problems which make her "not insurable" I know there have to be some program out there, she have been informed of medicare and they told her they would clutch over her assets (she has hugely little left to retire on, but can't afford them to steal what is there) can anyone suggest anything or provide more detail for medicare? Medicare does not take her assets, but she desires to be 65 or disabled to qualify.
You might be thinking of Medicaid, which is the state ran program for low income population. You have to qualify by have low income and low assets but they don't take the assets any. You can look up Medicaid for your state on the internet to see if she qualifies.
There are some guaranteed issue plans available so you should name an independent agent to see if something is available in your nouns.
